WA Security Council

The World Assembly Security Council (aka SC or WASC) is the branch of the WA dedicated to addressing situations that arise in specific nations or regions. According to the NationStates forums, it is "a chamber dedicated to the dissemination of inter-regional peace and goodwill, via force if necessary." It was formed in June 2009 as a compromise between WA players -- who saw new WA categories as incompatible with existing rules regarding WA roleplay and legislation -- and gameplayers, who supported adding new in-game options for the World Assembly. Unlike the General Assembly (GA), which still debates and votes on traditional roleplayed WA resolutions, the Security Council touches on gameplay issues as well, like invasions of regions and offsite activities. The allowance for "breaking the fourth wall" in SC resolutions contributed to a significant portion of the controversy that surrounded the branch's creation. An equally controversial ruleset has since been implemented.
Security Council resolutions can either "Commend" or "Condemn" a specific nation or region, or "Liberate" (i.e., remove password protection on) a griefed region. Resolutions passed by the Council do not have an in-game effect on member nations' stats, as GA resolutions do. However, proposals submitted to the Security Council work just the same way as they do in the General Assembly: they must attain the support of 6% of the Regional Delegates before the entire World Assembly can consider them, and once they pass, they can be repealed in the same manner.
Since its creation, the SC has scored a number of important victories for the NationStates gameplay community, including condemning regions for clashing WFE colors or unpopular names; liberating regions that had already been liberated or have founders; recognizing nations and regions that don't even acknowledge the WA's existence; and a significant amount of publicity for raider regions. An ongoing protest by GA members demanding separate voting mechanisms for the discordant branches of the WA finally ended when the administrators caved in February 2010 -- only to be replaced with an ongoing protest by SC members demanding the repeal of a contentious rule imposing standards in SC "legislation."
