Development of the W-16 began in 1993, when the Inuto government announced that it was seeking a replacement for the ageing W-10 Chasmaporthetes multirole fighter. Design submissions were received from both Waris Aerospace and Tulani-Soro-Ramandu, and two prototype aircraft were developed from the resulting submissions.
Waris Aerospace produced a design akin to the MiG-29 "Fulcrum" with forward-swept wings. TSR's design more closely resembled a Dassault Rafale: a slightly smaller, lighter plane overall, with a canard delta wing.
The Waris design was judged as the winner after the flyoff was completed, scoring especially highly for manoeuverability, and work began on what was to become the W-16 Tandu multi-role fighter. The name "Tandu" is the Inuto word for the forest eagle, a large native species similar to the harpy eagle, which is also able to manoeuvre exceptionally well through the trees.
The production of the Tandu fighter began in 1998, initially for the Inutoland Air Force. In 2005, a navalised variant, the W-16N Natandu ("Sea Eagle"), was developed for the Inutoland Naval Forces. Natandus are currently deployed to the twelve Alliance-class carriers in Inuto service.
