The WA Secretariat is a term sometimes used to refer to the staff that take care of the day-to-day operations of the World Assembly as well as the appointed heads of the WA. Most commonly the concept of the Secretariat is used as a roleplayed explanation for game moderators' intimate role in enforcing game rules as they apply to the WA. However, this RP assumption is by no means universal. Catherine Gratwick is often referred to by WA forum regulars as the WA secretary-general, or the head of the Secretariat.

During the days of the UN, the Secretariat was also assumed to be responsible for maintaining and operating a number of now-defunct UN Committees. New offices that would logically fall under the Secretariat's purview have since been created by the WA and remain in effect, including the Office of Building Management and the General Accounting Office. A provision of the proposal rules stating that committees "are staffed by mystical beings that instantly spring into existence and live only to serve on said committee" has given rise to the assumption that these committees and offices are staffed by gnomes, the same gnomes who supposedly run the Compliance Commission.

Secretary General resolution

The Secretary General resolution was passed on Feb. 6, 2003 mandating that the head of the UN Secretariat, a Secretary General, be elected by all the UN Delegates and that Security, Human Rights, Environmental, and Trade Councils be created. Although the resolution passed by a vote of 1,521 to 597, the UN Secretariat ended up deleting the resolution since its mandates could not be implemented (in other words, the resolution violated the UN rules at the time).
