The Shinnian Islands, offically the Constitutional Helping Hands on The Shinnian Islands, is an island nation containing the Ianian Archipelago and the Consettian Landmass, located off the west coasts of the nations of Triuvia and Aezakmi, with additional islands of populous communities no officially mapped due to small total area. It is located in the New Warsaw Pact, as well as being a World Assembly member. The Shinnian Islands has been renowned for its mass dedication to social welfare, as well as defense and naval bases, law and order, and education and administration. With one of the highest living percentages in the New Warsaw Pact, only 8% of its total population suffers from other kinds of deaths. A major problem in The Shinnian Islands was heart disease, specifically Kawasaki Disease, which was uncured in time period known as the Mortinson Period. Brief History

In 1541, Island exploror Charles L. Wake went on an expidition to find new land from the nation of St. Casperia. For 4 years he sailed, often landig on previouly discovered land. Finally, Wake landed on an archipelago of Islands in the Carabiac Sea, inhabited by the native people of the Kuminoshi. Amazed by his discovery and the way of life the natives followed, extremely indifferent from the medieval way of living for the Casperians, he named the islands The Ianians, named after the first set of armor he wore, Iania (derived from ancient Casperian dialect). After 12 years of settlement, with new commers ariving on the Islands from St. Casperia, as well as unity with the natives, he decided to expand The Ianians by searching for other island located in the Carabiac Sea.

After 3 months of sailing over the unsettling waters of the Carabiac Sea, he came across a large islands, geographically classified as a landmass. The Island was an agricultural gold mine, as well as a place of natural resourcs, such as gold, copper, and granite (46% of Consettia's natural based is composes of granite). Wake decided to name it after his new wife whom he married, Consettia. There, he set up many different colonies, with no defined capital, unlike The Ianians's capital, Sho'ai (later renamed Shoshiba Bay). After Wake's death in 1583, The Ianians and Consettia became distant and unknown from eachother, due to the fact of the lack of communication between the two islands, as well as no official records made, kept or maintained by Wake or any of his appointed officials. Another main factor of no records was the infamous Knowledge Invasion of the Ianians in 1581. Also, when Wake died, The Ianians gained independence from the existence-ceasing St. Casperia, although the term "colonists" was still used.

But, in 1778, The Ianians elected leader, Robert K. Lockerton, found an official record written by a Kuminoshi Native who was literate in Casperian-English, which included geographical points of Consettia, as well as a description of what Wake described it as. He decided to travel to this nation and explain its re-discovered past history, and attempt to reunite the nations, for reasons due to land expansion as well as to boost the sluggish economy of the Ianians. However, at the time, Consettia's government was a tyrannical dictatorship, ruled by a power crazed leader who overtook many island of the the Islands East Side.

When Lockerton arrived to Consettia after 1 Month of Travel, the time he would arrive after sending a note 2 Months prior, Consettia's Tyrant, Oliver Crompton, sought to take over The Ianians by force to expand his tyranny and taxation laws that would increase his wealth and power. When Lockerton discussed wit Crompton about their past unity,and how he thought that if they were to be re-united, they would make sure to take the process at a steady pace, he offered for him to stay for a sirplus amount of time to regulate a constitution, for he was very found of the idea. While Lockerton was asleep in Crompton's guest chamber, Crompton stabed him with his royal blade, Everton, from which he trained with and was deemed King (Tyrant) with.

After this, Crompton sent Consettia's best military department, the CNF (Consettia Naval Forces), to attack The Ianians as a military suprise; he also sent the best military weapon over, because as Lockerton describe, the Ianians had no official organized army. When the CNF arrived at The Ianians, they attacked the first island in which the coordinates described, Fief. The CNFoverpowered them with suprise and utter fear lodged into the Kuminoshi and colonists, and then moved onto Hughley. But, Fief's own Frederick Collinsworth contacted Hughley's Castor F. Granger through the Kuminoshi smoke signal technique (a distinction that The Ianians had, it was a unique system of altering other islands, used after the Knowledge Invasion) before the attack.

When CNF was ready to launch a second invasion against the islands, they were caught off-guard by the IANA (Ianian Alliance of Naval Affairs), an organized navy consisting of small militias from the colonists, as well as Kuminoshi Warriors using their unique canoes and weaponry. There battle lasted 4 days, but finally both sides were eliminated. This battle is known as Ocean's Agony, because of most of the battling taking place on the water, as well as the horrid descriptions left by the Kuminoshi who were literate (now at the time 94%).

When Crompton was told about the CNF drawing to IANA, he was outraged, and killed his wife, Marissa; after this, he sent Consettia's main source of organized military to try and attack again, attempting to claim what he described as his "rightfully owned islands". When the IMO reached Consettia, they were able to take the city of Ghilo by suprise, and attack on land as well as the incredible trade waterways set up by the colonists(Ghilo was a main trading post in Consettia, as trade was the main source in the economy). At the end of the battle, Ghilo was now under control of The Ianians, and renamed Ami'aei (Kum'aoa Dialect word for "Trade"). This extremely angered Crompton, who declared the battles would not stop until Consettia emerged. This sparked outrage in the Ianians, as they would not fight until Consettia left.

This sparked a vast naval battle at sea, in which the fighting did not end until 23 later (These battles, however, would go on hiatus to restock on ammo, as well as new recruitment ships coming in every so often). Then, in 1801, president of The Ianians Alexi DeRunnoe officially declared a treaty be made for Consettia and The Ianians to be in neutral state to stop fighting and be in peace. This signing of the treaty, The DeRunnoe Act, was done by Consettia's D. Ferdik Dofre and The Ianians Gordon Fort, both the highest ranking officials in both nation's navies..

But, after 125 years of peace, Consettia's president, M. Colin Nightindale, wanted to regain power of The Ianians, in which could be done, for the treaty stated that annual peace summits should be held in the rotating capital city, which had stopped nearly a decade ago. In 1926, Nightindale launched an attack, infamously known as "The Night Hawk Battle", primarily named this for Nightindale's Name, his referal to the CNAF (Consettian National Air Force) fighter planes to "Night Hakws", and how he would do anything to make sure he survived as a military official, "...including eating a raw hawk". But, government official Michael J. Kronkite contacted The Ianians before they reached them, for he did not want war to occur, after the horrible things that occured in the past. When the CNAF (Consettia National Air Force)reached The Ianians, they were attacked by The IAF (Ianian Air Force). At the end, The Ianians ruled.

But this did not stop Nightindale, for he was also a war-crazed man, similar to Crompton (it is also difficult to determine if Nightindale rigged Consettia's previous election in 1921). He sent forth the CNF, with newly improved warships made of incombustle natural materials created accidently by Consettia's top scientists, Haugerdi & Wallushup. Again, Kronkite contacted The Ianians, for he was a passive man, desperatley wanting war in The Ianians of his homeland. The Ianians then sent IANA out to sea. Another battle at sea lasted continuously for 70 years, with new recruitments of ships often coming in and out, and typically hiatuses due to imports and exports of defense materials being low at the time. Then, in 1996, Consettia and The Ianians officially declared all battles over with military, and agreed on intense government negotiations from both sides to see if a solid plan could come together. These negotiations lasted for 13 Years, for the main negotiation wanted was to draw peace and unify the islands, as well as forming a solid constiution.

Then, in 2009, the governments of both nations explained to the citizens of both nations that Unification was under way between the two nations. On February 19th, 2010, Consettia and The Ianians united as one island nation, unanimosly voting Castor Z. Deleniaoe as the President, for his mass experience in government politicis and his work towards peace throughout the war. The governments agreed on The Shinnian Islands, after The Ianians and CNF officer Gregor Shin, who was dedicated to Consettia, no matter what views the nation had or whatever it would take towards the military.

In 2011, Jefferson Sperandio was voted as a interim President until next election (in which he could run for president) and took over for Deleniaoe due to an attempt of assassination at him, the first towards any government official with a firearmm in Shinnian, Ianian, or Consettian History. Current information as to where Deleniaoe is located in Classified.

Politics

Government & The Shinnian Welfare Political System

The Government of the Shinnian Islands is a executive presendential democracy, with its current president being Jefferson Sperandio. Sperandio belongs to the Shinnian Democratic Party, which is typically viewed as an "agreeable, liberal party with fair views". However, Sperandio meets with the demands of the Island Libertarian Party to satisfy all citizens of the Shinnian Island, for which a majority of the population belongs to.

One of the most major aspects of The Shinnian Islands, which is prominent in the New Warsaw Pact, as well as the world, is the dedication to social welfare. In reality, the Department of Welfare and Social Services acts as more of a separate government, taking on the everyday aspects of life, sometimes referred to as "helping hands" or even "Big Brother" (this term is rarely used due to the implication of socialism).

Shinnian Welfare gives every citizen in the Shinnian Islands a stable, standard living style. Along with Shinnian Welfare, families are given cards that allow families to spend money of extra essentials early, and surplus amounts of money on these cards are taxed and given to the government's budget.

The Shinnian Welfare Essentials do not provide other materials that common society use, however. It is often held at a crossroads; this operates as an everyday government to assist the lives of citizens daily, creating hierarchical equality, quite similar to that of a communist society and government. On the contrary, the Department of Welfare is a department in an Executive Presidential Democracy, where the final call is often held by the Legislative Branch and President. More commonly that not, the system is viewed and classified it is own genre of governmental legislature.

Polls show a strong approval of the system, at a populism-oriented and political land-slide of 89.11% in Favor to 2% Not in Favor (remaining percentiles are often categorized as undecided or did not respond to the poll in an adamant manor). Many consider this land-slide due the generosity of Shinnian Citizens, as well as the overall constitutional feel of helping hands, stated in the recently changed official title of the country.

The Budget for the Shinnian Islands is rather diverse from the budgets of other countries in the New Warsaw Pact, as well as the world, for it contains every government category recognized by the World Assembly, with Public Transport being the only exception (PT in the Shinnian Islands if financed by Local Governments and Communities).
