The East Pacific is one of the five feeder regions of NationStates known collectively as the Pacifics. The East Pacific is known for its active roleplaying community and is considered the main feeder region for such practices. The East Pacific government is a democracy in theory, and its Concordat has been in effect since the region re-took the delegacy in December of 2008.

History
Early Beginnings
Hitler the Great founded the East Pacific on the orders of Nusseburg from the Atlantic Central Command at the urgings of MrNonChalant. A group of pirates subsequently took over the region; NationStates made the region a feeder during that period. As a feeder region, the East Pacific grew to accommodate hosts of newly founded nations, and a series of delegates took power for a short period. Lotlanthanderamore took control of the region in April, 2003, but asked 1 Infinite Loop to take over temporarily in May, 2003. Lotlanthanderamore never returned to NationStates.
1 Infinite Loop took the delegacy on May 25, 2003, per the request of Lotlanthanderamore, and established the East Pacific forum on May 31, 2003 to promote regional activity. A few months later, a Griefer Armada took power using a UN Multi ring of over eighty nations, but the NationStates moderators restored Loop after a full investigation. To facilitate regional defense after a number of invasion attempts, Loop ratified the Articles of Confederation of the East Pacific on October 31, 2003, and established the East Pacific Confederation, a constitutional monarchy.
The East Pacific developed a strong off-site forum community during 2003, which soon became known for its roleplaying activities. The region functioned without incident until 2005, when 1 Infinite Loop convened a constitutional convention to facilitate citizen involvement in government. Codex drafted the Charter of the East Pacific at the constitutional convention with the assistance of Wachovia, Packilvania, Free Pacific States, 1 Infinite Loop, Kelssek, and Gnidrah. The East Pacific Charter provided for a more representative constitutional monarchy and superseded the Articles of Confederation on February 18, 2005.
Gnidrah took the delegacy on May 25, 2006 at the request of 1 Infinite Loop, who desired to retire as delegate after three years of service.
Under The Empire
Gnidrah ruled the region without incident until August 16, 2008, when Lady Phedre led The Empire in a takeover of the region. The East Pacific government refused to recognize Lady Phedre as legitimate, however. Their reign featured Loop's nation and Gnidrah being ejected and banned from the region, in addition to some two hundred other nations. With regional influence difficult to overcome, certain TEP nations remained and continued to gain endorsements from nations. Among those were Dannistaan and A Slanted Black Stripe. Eventually, a number of nations cooperated to elect A Slanted Black Stripe to the office on December 21, 2008. A Slanted Black Stripe proclaimed himself Interim Delegate after Gnidrah refused to retake office, convened a constitutional convention, and promised to step down upon the selection of a new delegate.
Post-Empire and New Beginning
Free Pacific States drafted the Concordat of the East Pacific at the 2008 constitutional convention with the assistance of over a dozen East Pacific citizens (principally Todd McCloud, A Slanted Black Stripe, Der Fuhrer Dyzel, Kandarin, and Reziel). This Concordat underwent numerous edits and revisions over the span of about three weeks until a final document was obtained. The East Pacific populace ratified the Concordat, which provided for a representative democracy based on the American three-branch model, by popular vote on January 11, 2009.
Todd McCloud won the 2009 January Delegate elections and took office as Delegate on January 26, 2009. He then won a second term in the summer of 2009, around the time the region was co-hosting its first Debate Contest with Equilism. Lady Edea won the next delegate election in March, 2010, and took office on March 28. Allegheny won the September 2010 delegate election and took office on September 27.
Despite issues with drama in December of 2010 and the unfortunate departure of a few influential nations, the region looked to rebound and re-ignite. Todd McCloud was elected delegate once more in the Spring Elections and took office on April 4, 2011. His term lasted for approximately one year, until Topdop assumed the delegacy in April of 2012, after vizier Reziel seized the delegacy during transition for two days. The Fall 2012 delegate elections featured some of the toughest competition between two runners in an East Pacific election. Todd McCloud eventually won out against incumbent A Mean Old Man and assumed the delegacy on December 11th, 2012 after Topdop resigned from the World Assembly.
Government
The East Pacific government operates based on the Concordat of the East Pacific, which provides for a representative democracy based on the American three branch model.
The Concordat invests executive authority in the Delegate, who is elected by popular vote for a six month term. The Delegate enforces the laws of the East Pacific, sets the regional endorsement limit, represents the East Pacific to the World Assembly, represents the East Pacific to other regions, ensures the protection of the East Pacifican government, and appoints the members of the Conclave with the consent of the Magisterium. The Delegate holds the authority to appoint Ministers freely, though these Ministers can only help to exercise the authority of the Delegate. The Concordat requires the Delegate to appoint several Viziers with the consent of the Magisterium; Viziers must collect a high number of endorsements to help maintain governmental control of the region.
The Concordat invests legislative authority in the Magisterium, whose Magisters are elected by popular vote for three month terms. There is no set number of Magisters, though the Magisterium must elect a Provost to preside over Magisterium meetings, and the Provost must ensure the activity of the members of the Magisterium. The Magisterium holds the authority to enact or repeal legislation, to approve or deny judicial appointments and executive appointments, to ratify or reject treaties, to declare war, and to remove government officials. The Provost must maintain an up-to-date record of all laws of the East Pacific.
The Concordat invests judicial authority in the Conclave, whose Arbiters are appointed by the Delegate for life. There is no set number of Arbiters, though there can be no more than seven, and there must be an odd number. The members of the Conclave elect an Arbiter to serve as Viceroy for a six month term; the Viceroy presides over the Conclave. The Conclave holds the authority to nullify legislation, to remove a government official, and to decide on any formal allegation brought against the an individual against another individual (including if either individual is the East Pacific government).
The Concordat protects a number of fundamental rights, including the freedom of speech, but does not give the regional government any control over the regional forum. Roleplay
The East Pacific is extremely well-known for its active roleplaying community. The East Pacific maintains several roleplaying forums, a regional map, and a number of constantly active roleplaying threads. Free Pacific States and Kandarin each served as Roleplaying Administrator for a number of years; there is no longer an individual with authority over East Pacific roleplay.
