The Confederated Kingdoms of Skalvia (commonly referred to as the Confederated Kingdoms, the C.K.S., the CK, or Skalvia) is a unitary federal constitutional monarchy comprising three states and a federal district. The island nation is situated off the coast of Iceland, between the Norwegian Sea, the Greenland Sea, and the Atlantic and Arctic Oceans.

The Nation was founded on November 11th, 1940, following the German invasion of Norway in World War II. Cathall Agtobar I, led the defence of the island against Hitler’s invaders, and was crowned High King (Ard Ri) following the ratification of the Skalvian Constitution on October 2nd, 1945, creating the Confederated Kingdoms of Skalvia, The Charter of Rights, comprising twelve constitutional amendments guaranteeing many fundamental civil rights and freedoms, was ratified in 1951.

Although officially a Monarchy, the Confederated Kingdoms is fundamentally structured as a representative democracy. The government is regulated by a system of checks and balances defined by the C.K. Constitution, which serves as the country’s supreme legal document and as a social contract for the Skalvian people. In the Skalvian federalist system, citizens are usually subject to three levels of government, federal, state, and local; the local government’s duties are commonly split between county and municipal governments. In almost all cases, executive and legislative officials are elected by a plurality vote of citizens by district. There is no proportional representation at the federal level, and it is very rare at lower levels. Federal and state judicial and cabinet officials are typically nominated by the executive branch and approved by the parliament, although some state judges and officials are elected by popular vote.
The Head of State is the High King (Ard Ri) of Skalvia: Ard Ri Cathall Agtobar II. The Crown is the Commander–in–Chief of the Military and head of the Executive Branch, which has the power to appoint ministers and cabinet members(Secretary of State, Minister of Defence, etc.), to override a Prime Minister veto, and call Parliament into session. The King also has the power to take Direct control of the Military following an appointment by Parliament.
The Parliament is bicameral, consisting of the High Council, and the House of Representatives, which has the power to write and pass Legislation, as well as override an Executive Veto. the Head of Government is the Prime Minister, who is chosen by and also presides over Parliament. The Prime Minister has the power to sign legislation into law, as well as Veto legislation passed by Parliament.
The Judicial Branch consists of the Supreme Court whose judges are appointed by the Prime Minister with High Council approval, appoints, interpret laws, and can overturn laws they deem unconstitutional.

The Head of State in the Colonial Territories is the Skallvian monarch, currently Ard Ri Cathal Agtobar II. The Ard Ri's role in the territories is in his role as Ard Ri of the Confederated Kingdoms, and not in right of each territory. The Ard Ri appoints a representative in each territory to exercise his executive power. In territories with a permanent population, a Governor-General is appointed by the Ard Ri on the advice of the Skalvian Government, usually a retired senior military officer, or a senior civil servant. In territories without a permanent population, a Lord-Lieutenant is usually appointed to represent the Ard Ri. For Colonial Territories with dependencies, the Governor-General may appoint a Viceroy to represent him or her in that dependency.
The role of the Governor-General is to act as the de facto Head of State, and they are usually responsible for appointing the head of government, and senior political positions in the territory. The Governor-General is also responsible for liaising with the CK Government, and carrying out any ceremonial duties. A Lord-Lieutenant has the same powers as a Governor-General, but also acts as the head of government.
