Shivat, officially the Republic of Shivat (ROS) (ko:시승에 공화국, romanized: siseung-e gonghwaguk), is a country in The East Pacific, located on the Shivat Peninsula. Also known as the "Land of the Rising Moon", it is neighbored by Kelssek to the north and Algaisia to the west. Its capital is Shan Lu. Shivat lies in a temperate climate region with a predominantly mountainous terrain in the north while low in the south. Its territory covers a total area of 256,539 square kilometers and has a population of over 72 million, making it a very densely populated region.
Shivat is a semi presidential republic in process of becoming a parliamentary system consisting of 41 administrative divisions. Archaeological findings show that the Shivatan Peninsula was occupied as early as the Lower Paleolithic period. Shivatan history as an united nation begins with the founding of the Empire of the Rising Moon in 342 AD by the emperor Xillan.
Shivat is a developed country and a full democracy.

Like many democracies, Shivat's government is divided into 3 branches: executive, legislative and judicial. The executive and legisative operates primarily at the national level, although various ministries in the executive branch work at regional level. Local government are semi-autonomous and contain executive and legislative bodies on their own. The judicial branch operates at national, regional and local levels. Shivat is a constitutional democracy. The Shivatan government's structure is determined by the Constitution of Shivat, The country has developed a very and successful liberal democracy since the 1960s and the first elections were held in 1930.

The executive branch of the government, is formed of the president, the prime minister and a cabinet of ministers. The president has total executive powers, while the prime minister is just a minister which makes of representant of the president if he's not in conditions to do it himself. There are a total of 16 ministries, the cabinet is more important than in other presidential system because they can act without the consentient of the president, which sometimes leads to a situation of confusion and misunderstood between the different parts of the executive. With the new constitution been established in 2010, the roles are going to change dramatically, been the role of the prime minister and president the ones which are going to change the most, because the president will became a simple representative of the government, and the prime minister will take the role of the president on the actual system.

The legislative branch of the government is formed by the National Assembly of Shivat, having 300 members, and being unicameral, the legislative has the power of veto in the president's laws within many others. The main political parties with political representation are the Democratic Party (moderate, liberal), the Liberal Party (conservative), the Green Party (ultraconservative, environmentalist) and the Communist Party (communist). Also with the change of the political system to parliamentary will gain more power and a bigger number of members and the rule of the supremacy of parliament.

The judicial branch in Shivat is pretty easy is headed by the Constitutional Court, which is charged as it name says of assuring that the laws aproved by the president/national assembly are legal and so, compatible with the constitution. The other important court is the Superior Court charged of all big judges which aren't related to the ones of the constitutional court and is the final court of appeal for all citizens of Shivat. After this two courts there are less important courts, called Regional Courts which act as the Supreme court but at provincial level, after this there are local courts, the Municipal Courts charged of little crimes like robbery, murderer, rape...The biggest punishment is life imprisonment, because the death penalty is abolished for all crimes.

[edit] Before the revolution
The history of Shivat as a unified territory starts in 342, when a young warrior king called Xillan started a fast but bloody campaign to take over the hole nation starting by the north of the country, in 344, the total territory of Shivat and a few parts of the actual territories of Kelssek and Algaisia, this new and powerful country was called Empire of the Rising Moon, mainly due to the Shivatan Paganism influence on the emperor.This empire was very traditionalist, due to the fact that the Shivatan Paganism was very conservative and close religion. The emperor was adored as a living god, and the priests and warriors assured this. In the XIX century, the aislatiobnism of the country was impossible, the developed countries started destroying the ports and coastal cities of the empire, until the emperor accepted the recognition of special trade cities in 1823, this lead to the growing influence of christianity in the country and rebellions from both sides, those who wanted to close the doors to estrangers, and those who wanted to industrialize the country and transform it into an industrial country. This last movement ended in 1928, the the rebel soldiers attacked the imperial palace in Shan Lu, destroying it and killing the hole imperial family and court, this revolution was based in other revolutions like Kelssek's against the Guedian kingdom.

Although the intentions of the coup d'état were good, the violence was discredited by foreign media leading to an state of anarchy in the country until 1930, when the first constitution was established. Durign this period of stability which longed from 1930 to 1947 the country didn't develop their industry at all and the agriculture of subsistence was the main producer of work and GDP, and so the country was considered one of the poorest, this situation led to a situation of a two-party system in the parliament, been the Communist People's Party dominating the northern part of the country (the poorest area), and the Progressive party dominating the more industrialized and populated south.
When in 1947 the Progressive party won the elections after 7 years of communist government, the communist militants declared a people's revolution and founding the People's guerrilla of Shivat, which dominated the north except for a few big urban areas like Setsu. This situation led finally to a civil war between the communists and the loyalists (to the democracy). This war ended in 1951, when finally the loyalist won the war after the epic victory in the Kawaggi battle, in the city of Kawaggi, where the communist headquarters were located. Between 1951 and 1960 the government of Shivat had to rebuild a destroyed country and fight to the remnants of the communist army, now a guerrilla, and to can afford all the cost the government ended having a public debt of more than 6 billion dollars and had to appeal for money to the other countries of the East Pacific. Finally in 1960, with all this money and with the country better than before the war, the industrialization begun especially in exportation of heavy metals and food to other countries, and since the 1980s of high-tech, mobiles and chips for computers. In the 1990s the country saw a huge change on the social policy and the introduction of a welfare state and other important social policies. In 2009 the newly elected Democratic party defeated the Liberal party and stated a process to change the semi--presidential system to a parliamentary one.

In general Shivat doesn't have many relationships within The East Pacific, neither in Nationstates, the most recent diplomatic relations stretches from hostile with Listonia to military and economic alliance with Drakkengard

Since the 2nd Listonian crisis, the already few diplomatic contact between two counties grew more and more hostile, most of shivatan considers Vekaiyu a fascist state, while most of the vekaiyuns believe Shivat to a dirty, corrupt capitalist country.

If the relations with Vekaiyu are bad, the relations with Listonia are directly hostile since Stepen Evesuni took the power in the country, actually the government of Shivat is considered by Evesuni as a fascist, pro-human and racist country. While the government of Shivat helps the humans of Listonia (now considered second class citizens) with economic help, the government considers Evesuni an stalinist dictator.

Shivat didn't have any kind of relationship with Elephana until Listonia threatened to conquer the country, and so, thousands of soldiers were moved to the country, and following the Listonian embargo, the government of Shivat started a campaign of economic growth to stop the possible effects of the embargo.

Shivat maintains good relationships in both economic and political terms, the government of Shivat doesn't approves the high militarized society of Drakkengard, but still considers Drakkengard a good ally, which mustn't be lost.

Shivat has a big army, having a considerable number of active troops, but also of reserve troops. The Shivatan army has 2000 tanks in operation, consisting of technologically advanced models such as the S-1 and S-2. The Shivatan navy has more than 10 destroyers, 5 aircraft carriers. Shivat operates a big airforce, having more than 75 planes composed of advanced American fighters such as the F-16, F-20 and F-22 but also indigenous models like SP-7 The Shivatan military consists of the Army (ROSA), the Navy (ROSN), the Air Force (ROSAF) and the Marne Corps (ROSMC), together with reserve forces. Most of the troops are in reserve and inactive, while the active are reduced to about 100,000 mens and womens. The military system is voluntary since 2001, until then it was mandatory, making the army professional and efficient.

Shivat is a unitary state, formed of 33 prefectures (hyeon), 7 metropolitan cities (cities which have reached more than a population of 1 million) and one special city, the country's capital city, Shan Lu.The prefectures are semi-autonomous, having their own legislative and executive branches, but the governor has to be approved by the central government. The special cities are autonomous, with the people deciding the mayor(with powers similar to those of a governor in a province), while in Shan Lu the people elects a mayor, butt most of the functions are made by the central government, and not by the mayor. The prefectures are divided in districts (jigu), being between 3 and 5 per prefecture, this districts are divided in counties, and those counties (between 5 and 10 municipalities per county), and the counties are divided in municipalities, the municipalities (a city/a town) are separated in wards or neighborhoods. The metropolitan cities are divided in wards and those wards in boroughs, while Shan Lu due to it's huge population is divided in urban districts(10 in total), and the urban districts are divided in wards, being 3 per urban district.

Shivat occupies the total territory of the Shivat Peninsula, which extends 1,300 km from the East Pacific mainland. The territory of the country is very mountainous to the north, while the center and south are broad river basins or narrow plain coasts with some few areas of hills specially in the western area.The country is surrounded by the Pacific Ocean to the east and south, while by the Suyeong sea to the southwest.In the south-western coast there about 350 islands, being the biggest ones being Eburan Island and South Point Island, but also Surjeong, the Navigator island.
Shivat has 30 national parks in total, including Eburan Island Park and Umar Central Mountains Park.

Shivat has a humid continental climate, and is affected by the monsoon, with precipitation heavier in summer during a short rainy season called jangma (장마), which begins end of June through the end of July. Winters can be cold: in Shan Lu, the average January temperature range is -7ºC to 1°C , and the average August temperature range is 22°C to 30°C . Winter temperatures are higher along the southern coast and considerably lower in the mountainous north. Rainfall is concentrated in the summer months of June through September.

During the first 20 years of Shivat's growth surge, little effort was made to preserve the environment. Unchecked industrialization has resulted in deforestation and the ongoing destruction of wetlands such as the Sondo Flat. However, there have been some recent efforts to balance these problems, including an $500 billion twenty-year green growth project that aims to boost energy efficiency and green technology. This amounts to around 1.5 percent of GDP. This project worked so well, that air pollution reduced to XIX century levels and river's water is again available to drink without needing a depurator machine. Efforts have also been made with afforestation projects. During many years the acid rain was a really big problem in big cities like Shan Lu, Pulsan and others, but thanks to many environmental recovery projects the acid rain doesn't exists any more

Shivat has a very developed, modern economy, mainly oriented to exportation of technology, but since the 1990 also to domestic consumption. The economy is dominated by huge conglomerates of enterprises (called Chaebol) which operates in most of the sectors. Since the 1990s the government is funding the little and medium-size enterprises to stop the chaebol from creating an economic oligarchy. Also the government has several public companies, most are partially privatized.

The agriculture in Shivat is as in any developed market and country the littler of all sectors by number of employees and contribution to the total GDP of the country. The agriculture employees the 3.5% of the total population of the country, while contributes the 3% of the total GDP production.Most of the agriculture sector is dominated by a small proprietaries with land of no more than an hectare, or by big cooperatives of workers which are mainly focused on exportation but also, although littler, to domestic consumption. The territory used for agriculture makes about the 38% of the total terrain of the country, mainly in the south. The agriculture is considered the most productive of all the sectors, thanks to modernization of it and the use of advanced machinery and technics

The industry sector is heavily dependent in natural resources from the north of the country, the first industries built in the country were heavy industries, specially steel and iron industries. But since the 1970s the government funded much more the light industries and high-tech industries, this industries are oriented to exportation, this sector makes about the 20% of total country's GDP, and employees about the 27% of the population. The enterprises of this sector are very focused in new technologies and so thy inject millions in R&D enterprises, affecting the services sector.The biggest centers of heavy industries are in the north, near to the iron mines in the Otori Mountains. While light and high-tech industries are located in the main cities like Shan Lu or Setsu or in the eastern coast.
The construction is a very important part of the nation's economy, specially in the southern and western coasts, full of flats for tourists and resorts, while is also very important in the big cities, which are always growing, and needed of new headquarters, skyscrapers and flats. The construction is situated on a state of constant growing, which could end bad.
The automobile production is another very important sector, being controlled by very big corporations dedicated to the automobiles like SHIMI, an old public company, now private, among others, also is home for many factories and headquarters of foreign enterprises.

The services sector is the most important of Shivat, employing around the 69.5% of the total country's population, and making up the 77% of the country's GDP. The services sector is extremely developed focused on banking and tourism. The sector is considered the economic motor of the country, the main corporations in the banking sector are Bank of Shan Lu and Shivatan Bank, considered to be efficient and powerful. The tourism can be divided in three: the winter tourism, for skiing and with low prices in the Otori Mountains; the beach tourism, to the pristine beaches of the south of Shivat and the cultural tourism, mainly to the big cities of Shan Lu, but also to nature sanctuaries and national parks. Shivat has a technologically advanced transportation network consisting of high-speed railways, highways, ferry services, buses and air routes that criss-cross the country. The highways and expressways are operated by Shivat Expressway Corporation.Shirail provides train services to all the country and controls the undergrounds networks of all big cities. It also operates the high speed train STX (Shivat Train Express), which provides high-speed services between Shan Lu and Setsu with the line North and other under construction. The country has a total of 10 international airports, 52 national airports and 20 heliports. Shivatan Air, founded in 1977, is the main airline of the country, flying to near 100 different airports and having more than 56 million of clients every year. A part of Shivatan air there are others like Taegu Air, which operates at national level with low and good prices.

The distribution of energy in Shivat is entirely privatized since 1982, and is divided in several companies, like Shinirgy, which are entirely dedicated to the sector, or subsidiaries of the jaebeol, like SH Energy.The exterior dependance of the economy of Shivat during the first stages of the economic growth plans, led to a fast grow of the exploitation of natural recourses like coal and oil, which ended very fast, because of the limited resources available.
This situation led in the 1980s to an increasing number of nuclear power plants, now making up the 75% of the total energy consumption and the 95% of the national energy production, the nuclear power plants are controlled by a the Depatment of Energy of Shivat, bu the enrgy produced on this power plnats is later divided between the different companies, but several companies are stqarting o build their own nuckear power plants.
Since the 1990s and the Green Revolution, the government has funded many private enterprises charged of developing renewable energies. Inside the renewable energies, the most used ones, making up the 65% and 25% are hydropower and wind power respectively. The hydropower sector is characterized by the unique use of the so called "urban dams".

Education in Shivat is regarded as being crucial to one's success and competition is consequently very heated and fierce. The students must wear uniforms at all hours inside the school's properties, except in universities and a few private institutions.
A centralized administration in Shivat oversees the process for the education of children from kindergarten to the third and final year on high school.. The school year is divided into two semesters, the first which begins in late-March and ends in mid-July, the second of which begins in late August and ends in mid-February.

The health-care system in Shivat is divided on a private branch, more specialized in different areas and only affordable by the rich people, and the National Health-care System (NHS) (ko: 국민 건강 관리 시스템) which is the public system and attends around the 75% of the national population, controlled both by the national government, via the Ministry of Health-care and the prefecture's government.
The attendance or pay through taxes to the public health-care system is not compulsory, and those who don't pay it, because they don't want to, don't have to, but they don't have the right to attend to a public hospital. The Health-care System attends the poorer people .
About the 10% of the total budget of the government and the 25% of taxes go to the maintenance of the public health-care system.

About the 85% of shivatans live in urban areas, due to the rapid migration from the countryside between 1960 and 1990. The capital city of Shan Lu is also the country's largest city and chief industrial center. According to 2009 census, Shan Lu has a population of 10.4 million inhabitants. Other major cities include Setsu (4.9 million), Pulsan (3.8 million),Taegu (2.6 million), Laejon (2.5 million), Panju (2.0 million), Silla (1.7 million) and Kasueong (1.5 million). The population has also been shaped by international migration. Following the civil war many french emigrants arrived to the country and with those who lived as an elitist group in Silla, now made about a 1.5% percent of the total population. The current population is roughly 72,000,000.
Shivat is a homogeneous society with absolute majority of East Asian (Korean) ethnicity but the percent of non-shivatans and french shivatans has been increasing recently.

Around the half of the population of Shivat professes no religion, considering themselves atheist/agnostic, followed by christians (mainly protestants) with the 25% of the total population, after that, the second biggest religion is Shivat paganism with the 15% of the total population and finally buddhism with the 10% of the total population.
The biggest religion in Shivat is christianity, making up around 18 million people, from this group 12 millions are protestant of different denominations and the rest are catholics.
The native religion of Shivat, the Shivat Paganism loosed many followers after the 1928 revolution, when this religion was too joined to the old regime, and so as a way of rejecting it any people joined other religions or became atheists, but even today the influence of this millenary religion still has a big influence of the everyday life of the average citizen.

The culture of Shivat could be considered as exotic and oriental, but after the 1980s a big occidental cultural wave invaded Shivat and changed the culture a lot, today the culture of Shivat is constant mix of new elements among the traditional costumes, which are still very important, specially in the everyday. The culture of Shivat can be considered like a mix of own, korean, japanese and oriental, in general cultures with an increasing influence of occidental culture, specially within the younger generations

The daily entertainment is really important is the actual, stressed live of the average shivatan.The musical scene is controlled by occidental groups but also from native popular music, like S-Pop or S-Rock, while between the older generations (people born before the 1960s), the traditional dances and music are still popular. The national cinema is very important and is a main producer of films, with their big producers being LunarWave Studios and Shivatan Films. The foreign cinema is really important, although to a lesser degree that native. The national films are normally based around action historic films, or love stories in the actual world. The government encourages the cultural representations of historic success in historic places like palaces and temples, this happens the second saturday of every month (called: historic memory day). Normally, the ministry of culture encourages and funds all kind of national culture, both traditional and modern in all type of genres.

While in radio, the bigger broadcaster, is also Shivat Broadcasting System with the channels SBS Radio 1, 2 and 3 for news and SBS Music 1 for classical music and SBS Radio 2 for popular music, the other broadcaster of radio are normally private-owned and exist only at regional level.
The number of people with cable and satellite operators on their houses is very high being the 75% and 88% of the total population respectively. There are thousands, if not more, cable operators, but only two satellite operators, Skyweb and GoldenSun (금빛 태양).
In the category of international broadcasting, the companies of Shivat are totally a newbies without any kind of experience, but SBS World, both in Tv and radio will start broadcasting in other countries since 4th of September 2009, while the rest of companies haven't already started any kind of international broadcasting.
In the print media, the major newspapers are the Shivat Herald (in english), the Shivat Times (in korean) and the Daily Shan Lu (in korean), the print media is in broadsheet format, the sportive newspapers are the National Sport and the Shan Lu Sport, in Shivat there's a lack of sensationalist print media. The newspapers are normally considered more moderated and leftists, while the magazines are considered more conservatives.

The technology in Shivat is more advanced that inmost of the world, but only with a difference of ten years, most of the applications of the native technology are for civil use only, while the military uses the traditional and sure semi-automatized pistols and other machines. The modern technology of Shivat focuses a lot in the developing of information technologies, software, biotechnology and robotics. Recently the government started a program called: "One house, one robot", most of this technologies are made to create a ideal and more peaceful live for the average citizens, This technology is partially international distributed. The mobiles phones and computers are very advanced, so , that the shivatan changes his mobile phone every 10 months and his computer every year and a half by average. The medical industry is very advanced too, with a big experience in the creation of artificial legs, fingers and other parts of the body. The sport is an important part of the culture of Shivat, and so is very important.The most followed and played sports are basketball and football (for masses) and more traditional like judo, karate, taekwondo, and other martial arts. The most popular sport is indeed, the basketball which first arrived on 1910 t Shivat as an sport for the wealthy and the royal family, but then it became a popular sport. There's an increasing interest in the F1, and so the government of Shivat is building a circuit to participate in the World Grand Prix Championship. Shivat has only participated in a sports competition, the IV Olympiads. The charged of creating the olympic team is the Shivat Olympic Committee, a branch of the Ministry of Culture, Tourism and Sports. The biggest leagues in Shivat are the Shivat Basketball League (formed by 23 teams), the Shivat Football League (formed by 20 teams) and as third league but is growing more and more popular, the Shivat Rugby League (formed by 16 teams). Other leagues but not so popular are the Shivat Baseball League and the Shivat Water Polo League.
