The Commonwealth of the Progressive Union is a socially progressive island nation located 1976 miles off of the mainland. It is a member of the World Assembly. It's form of government is representative socialist democracy
It's economy is strong and the compassionate, intelligent population enjoy a sensible mix of personal and economic freedoms, as the political process is open and the people's right to vote held sacred. Despite that, the nation still requires one year's service in the military of all citizens as they reach the age of reason and maturity. The nation believes this instills a sense of civil pride, patriotism, and duty to service. It also opens an opportunity to their youth to either pursue a military career or venture into other areas of opportunity, including civil service and a substantial private sector.
As stated above, the citizens enjoy some of the best political freedoms in the world. Every three years, elections are held for local representatives who represent their constituents in the Ministry of Commons. These Municipal Representatives also function as government heads of their region. The Ministry of Commons elects the Prime Minister, who is the head of government. There are no term limits for government and only private citizens can contribute to a political campaign.

Originally a confederacy of city-states, The Commonwealth of the Progressive Union was officially founded at the adoption of a Constitution on July 28, 2009. The Constitution of the Commonwealth of the Progressive Union also established the federal government - a representative socialist democracy.
The Commonwealth consists of ten represented city-states:
Bayside - Grand Prairie - Highland - Jackson - Jefferson - Melancthon - Neptunia - Nirvana - Orleans - Wood Forest.
In addition, there is a unrepresented Federally-administered metro that is the nation's capital city - Nasha, which literally translates into "Reaching equally to all".
The Commonwealth is a member of the Royal Federation of Nations, The World Assembly, the Global Democratic Federation, and the League of Republics.

Upon incorporating as a sovereign nation, The Commonwealth of the Perfect Union applied for membership in the World Assembly. Acceptance was granted and the Commonwealth began its inclusion into international affairs.
As Ambassador of the Royal Federation of Nations, CPU is the World Assembly delegate.
The Commonwealth of the Perfect Union is now seeking to establish Embassies in member (and non-member) nations. World Assembly member nations are also free to establish an Embassy within the Governmental District of Nasha, a federally-controlled city with access to sea, air, and the nation's Industrial Canal.

The Global Democratic Federation (GDF) is an alliance of democratic nations. The GDF's purpose is to establish this international organization on the principle of democracy, so that it is known that no government is put above the people but instead is there to service the people.

The federal government is a representative socialist democratic republic. Every four years, each city-state votes on its representative in the Ministry of Commons. The Ministry of Commons then elects its Prime Minister, who acts as head of the federal government. The Prime Minister also appoints the Chief Justice of the High Court of the Union.

The Ministry of Commons is legislative branch of the federal government. At the same time, the Ministry of Commons acts as the executive branch of city-state government. Every two years, the citizens of a city-state will elect their representative. The elected official is officially known as the Minister of (city-state). For example, the elected representative of Highland is known as the Minister of Highland. The Minister then appoints heads of commissions in his/her city-state and oversees the overall government of his/her city-state. Each Minister also appoints a Justice to the High Court of the Union.

The Prime Minister of the Commonwealth of the Progressive Union is the national head of state. He/She is elected by the Ministry of Commons and is charged with the overall executive government of the Commonwealth. The PM appoints the Executive Commission and the Chief Justice of the High Court of the Union.

The International Affairs Commission (IAC) is the foreign affairs agency of the CPU government, similar to foreign ministries, foreign offices, ministries of external relations, etc. in other countries. It is administered by the Internal Affairs Commissioner.
[edit] Economics, Labor, and Commerce Commission
The Economic, Labor, and Commerce Commission (ELC) is an executive department and the treasury of the federal government. It was established to manage government revenue. It is to "promote job creation and improved living standards for all Americans by creating an infrastructure that promotes economic growth, technological competitiveness, and sustainable development." Among its tasks are gathering economic and demographic data for business and government decision-making, issuing patents and trademarks, and helping to set industrial and labor standards. The Commission is administered by the ELC Commissioner.

The Defense and Veterans Affairs Commission (DVA) is the federal commission charged with coordinating and supervising all agencies and functions of the government relating directly to national defense and the military. It is also responsible for administering programs of veterans’ benefits for veterans, their families, and survivors. The Commission is administered by the DVA Commissioner.

The Agriculture and Environmental Protection Commission (AEP) is the federal executive commission responsible for developing and executing policy on farming, agriculture, and food and protect human health by safeguarding the natural environment: air, water, and land. The Commission is administered by the AEP Commissioner.

The Energy and Natural Resources Commission (ENR) is the commission that is charged with policies regarding energy and natural resources. It is administered by the ENR Commissioner.
[edit] Commission of Information, Tourism and Infrastructure
The Commission of Information, Tourism and Infrastructure (CITI) is responsible with ensuring a fast, safe, efficient, accessible and convenient transportation system that meets the vital national interests and enhances the quality of life of all citizens of the Commonwealth; today and into the future. The commission also deals with the infrastructure of the nation as a whole, including telecommunications. The commission is headed by the COTI Commissioner.

The Health, Education, and Social Services Commission (HESS) is charged with protecting the health of all citizens and providing essential human services, including the creation of programs to better education and enforcement of privacy and civil rights laws. The commission is headed by the HESS Commissioner.

The Aviation and Celestial Exploration Commission (ACE) is charged with regulation of the airspace of the nation and it's space missions. It is headed by the ACE Commissioner.

[edit] High Court of the Union
The judicial body of the Commonwealth of the Progressive Union is the High Court of the Union. The HCU consists of a Justice from each city-state, appointed by that city-state's Minister; and a Chief Justice, appointed by the Prime Minister.
[edit] Chief Justice
The Chief Justice of the High Court of the Union is the head of the federal court system and the chief judge of the High Court of the Union. He/She acts as the administrative head of the HCU and is appointed by the Prime Minister. In addition to the duties of the associate justices, the Chief Justice has several unique duties including Impeachment of the Prime Minister, swearing in the Prime Minister with the Oath of Office, and seniority. As the senior justice, the Chief Justice chairs the conferences where cases are discussed and voted on by the justices. The Chief Justice normally speaks first, and so has influence in framing the discussion. He serves a term of eight years.

There are ten Associate Justices of the High Court of the Union. Each Minister appoints a judge to this position, representing that city-state and acting as the highest judge of said city-state. Each Associate Justice serves a term of four years.

The Commonwealth government is by far the largest employer in the Commonwealth of the Progressive Union. The enormous government devotes most of its attentions to Social Welfare, and employs the military as well as the departments of police, fire fighting, and medical services. The Commonwealth government also employs all teachers as all schools, colleges, and universities are state-run.
A substantial private sector is led by the Gambling, Woodchip Exports, and Information Technology industries, followed by Arms Manufacturing and Beef-Based Agriculture.

As stated in the Constitution of the Commonwealth: It is the privilege and duty of all citizens of the Commonwealth to serve "For the Good of All" in the armed defensive forces for a compulsory term of two years, effective at the time of reason and maturity. This mandatory enlistment into the nation's National Guard ensures that each citizen of the Commonwealth receive proper training for the future, and also instills a commitment to community, city-state, and nation. At the end of the initial enlistment, barring any complications, a citizen is free to choose a career in government, the private sector, or continue enlistment in the National Guard.
[edit] Commonwealth Government
The largest employer of the Commonwealth is the federal government. Upon completion of the mandatory minimum enlistment in the National Guard, citizens are offered positions in the Commonwealth federal government. Here, a citizen may use the skills acquired in the military for the betterment of the nation as a federal employee at a hospital, with the police, fire, or EMS services, as a teacher in the state-run education system, etc. HESS (Health, Education, and Social Services Commission) is the largest government agency. Applicants must pass a physical and an entry-level civil service test, to gauge their knowledge and intellect.
[edit] Private Enterprise
Services deemed non-essential by the Commonwealth government, as well as some essential services, are handled by private business enterprise. A citizen may opt to pursue a career in the private sector after his/her completion of the mandatory minimum enlistment in the National Guard.
The nation, as a whole, is non-unionized and thus, the private sector is administered solely by the entrepreneur, subject to the regulation by the Economics, Labor, and Commerce Commission. Citizens are free to start their own private enterprise, after meeting the qualifications of the ELC Commission.
