The (People's) Republic of Eeri is a moderate sized landlocked country in south west corridor of The Heartland region. Eeri is noted for it's strong Agriculture base economy as well as manufacturing of textile. Although it's name is officially known as the People's Republic, Eeri is not a communist nor socialist state. The terms People's Republic was coined to indicate the hardship and sacrifice of the early pioneers that settled the nation and the nation's active and healthy democratic system. Eeri prides its self on it's strong work ethic and religious sacrifice that built the nation to make it what it is today.

History

Eeri is a young country compared to many nations of the international prestige in the world today. Having been founded on back breaking work of religious refugees as well as those who formally disowned their nations. It will probably be impossible to determine just where many of the people came from however most historians agree it was the Pacific regions around the world as the still majority race of Eeri remains Asian to this day. Even the nations founders are still not associated to any known homeland just regional, based on historical records and journals kept.

Settlement

In Early 1859 the region of the North Pacific began growing with many new nations as world explorers began charting the waters. With the exploration began new influences. Christianity began flooding the region and many nations in this area attempted to block the sudden influence by outsider ideals.

Kouichi Konegara, who at the time was a young business man in his native country, and his young bride Eri Konegara met Baptist missionaries and converted. Their Government shortly issued a state wide ban on the religion and forbade the practice. Kouichi while still running his business began holding secret worship services at risk to his life and his family. Remaining steadfast in his faith he continued well into 1860 preaching and converting his fellow man. By the summer of that year the government caught wind of his illegal activities and he was eventually he was given a 24 hour ultimatum, leave or die.

In the winter of 1860 Konegara and his family, with a group of fellow believers, began crossing overseas then land to find a safe haven for their practice. Through the two year course of their journey the group crossed through both organized and unorganized territories and faced both hostility and hospitality. Eventually Kouichi and his flock settled in what is the present day capital of Eeri. Unfortunately Eri had died in child birth along with his infant son. He named the country in her honor but adding an extra E to commemorate his still born infant Eiji.

Government Formation

In 1865 the first formal Summit for establishing Eeri as a nation came about. Konegara and others gathered together in the town hall to create a constitution and a working Government to help the fellow settlers. The Conventions would last for three years into the summer of 1868 a constitution was drafted, outlying powers to the Government and it's people. Eeri officially declared its self a legal state to all the world, however the strict religious culture kept it isolated from the rest of the world. It did interact with a few of it's neighbors as needed and still made contributions onto the early international stage with charity and aid to ailing countries.

in 1873 Konegara would die from an infection leaving vice-President Koji Tanka to hold the position of Government. This was the first time it had happened in the nation which caused great concern among it's people fearing it would be the end of their Government. Tanaka hosted a series of town hall meetings in the capital city to ensure the powers of the Government were still in operation and he had rightfully succeeded the President.

Christian Influx of 1873

Later that same year President Tanaka issued a beacon call for Christians around the Pacific Islands to come to Eeri and settle and be free to worship the Lord and Savior Christ.
It is my challenge that Eeri continue to build up it's worshipers for the almighty. Thus I issue this statement and challenge to you today, oh dear brethren and sisters from our homelands, be afraid ye not of worshiping as you should, caste off the false deities and join us in the warmth that has blessed our great people.

President Tanaka's words were well headed as more from various areas of the Pacific including Motokata, the Ang Philippines, as well as travelers from The Heartland, The Pacific, the South pacific, and the North Pacific joined as fellow Christians. Of the influx an amazing 93% of the new immigrants were fellow Baptist, others included Lutheran, Methodist, and by the close Latter Day Saints also joined the flock. By the end half of the members of other faiths lapsed and converted. Historians attribute it to peer pressure as Eeri has always been majorly Baptist, especially at a time when certain new faiths were not looked upon well, including the newly formed LDS.

Post 1873

Eeri continued on as a nation onto its self in the post 1800's into the better part of the early twentieth-century. However it still maintained some interaction with it's regional neighbors as well as worked to continue building up it's national forces. In 1877 English was adopted as the official language resulting in the new dialect seen today. (ooc: American Rural South Accents).

While the language was adopted many still kept the conventional styles of naming used from many parts of Asia. To further promote culture unity Administrator of the Education along with the Health and Service Administrator introduced a new almanac of namings for children as well as adults who wanted to legally change their names to meet new Western standards. While many took to this many still rejected and kept tradition. No official laws were carried out by the national Government but a handful rural communities took it upon themselves to make it into law.

End of Isolation

In 1923 President Akira Maruyama was elected in a landslide victory. His first major foreign policy decision that would ultimately propel Eeri onto the world stage was his deceleration to end isolation and open it up to tourists, diplomats, and foreign industry.

Our nation of Eeri has grown enough in strength, that we need to no longer fear what the outside world holds. Our families are strong, are communities are strong, our men who take up arms are strong. We are a strong nation and it is time we share our values with the world.

His statement a very simple one sentence telegram was sent to papers around the world about Eeri's existence. Still foreign interest in Eeri remained minimal at best even in the wake of the deceleration.

Modern History

Within the latter half of the century almost 90% of Eeri's major cities became fully modernized with electricity and modern utilities. The Sewage Act of 1948 made sewage as well as running water accessible to all people of the nation rural or urban, and the project was the larges infrastructure project in the nation's history. Despite the act the Power Upgrade Act of 1949 failed to gain support on Congress. Consequentially, many small country towns and farms remain with out modern power. Regardless of this issue, residents still get along fine with out it. There still have been recent attempts to re intorduce the legislation but again has failed to gain much support.

In 2008 Akitaro Daichi was elected President. One of his key campaign ideas was to continued what President Maruyama had done in 1923 and continue to make Eeri more accessible to the rest of the world, but still without compromising Eeri's ideals. Daichi's actions have led to new business growth and a 6% jump in the nation's economy. As a result income tax has also been greatly slashed to promote economic growth.

Government

The Government of Eeri uses a Bicameral system of legislature. The two Legislative Bodies are the House of Representatives and the the Upper House. The House of Representatives is the lower house in the Eeri Government.

As part of the Legislative Branch, The Lower House usually consists of district representatives that address the requests of their specific districts and other interests. They will often be the ones to petition new bills and laws and begin the debates and drafting. After a vote it is passed onto the Upper House for further deliberation and budgeting. If the vote is all against, the bill is retired from the Agenda for the day.

The Upper House consists of superior officers to the Representatives. Unlike the lower house the Upper House has more authority in determining costs and budgets and also has the ability to revise proposed bills. After a vote it is either sent to the President for Approval or returned to the Lower House for a vote to either retire or kill the proposed bill. A vote of retirement retires the proposal from the Agenda for the day, a vote to kill bars the bill from any further introduction or deliberation for a period of one month and after new revisions.

The President will sign or veto the bill once it reaches his/her desk. The President may also use Line Item Veto to strike certain clauses. A full veto can be overturned by 3/5 majority vote in both houses.

The Judicial Branch serves to interpret laws. The Supreme Court has a final hold of all laws upon ruling. District Court sees to laws legislated by individual counties in Eeri.

The Court of Appeals allows a further deliberation of a plea of unsatisfactory ruling by a District Court. If the Appellate Court refuses the case or otherwise continues an unfavorable ruling the plantif may take his/her case to the Supreme Court.

The Executive Branch powers are vested in the President of Eeri. The Vice President and Vice President run together in an election as running mates. The President picks special Advisers of the cabinet. The President must coordinate to set the federal budget and deficit. The President is considered the Commander-in-Chief of the Armed Forces and has the power to bring Treaties to The Legislation for ratification.

Voting

Voting is open for all persons age 18 and above, except those convicted of a major crime. The President is elected every four years and has a limit of four terms. In the event of a Tie the Supreme Court must cast a tie breaking vote. Mayoral elections for cities and towns are held biannually. The minimum age to run for Mayor is 23 and the minimum age for President is 35. City Councils are elected annually and the minimum age is 19. Ballots are secret for all persons but registration for voting is required.

Impeachment

An elected official may be impeached by a referendum by the citizens with a 3/5 vote by the Congress. Impeachment is commissioned when the Congress Majority and Minority Leader commence a trial. If guilty the President is removed from office.

Local Government

Local government is defined at being the county area. Each county in Eeri is headed by a County Mayor with single town councils answering to the Mayors office. Counties function at most as judicial court districts and sheriff's departments and most of the governmental authority below the state level is in the hands of towns and cities. Each county has two elected representative senators in the Upper House and the number of representatives in the House of Representatives depends on the county population.

Elections at the local level are held every four years to coincide with the presidential elections unless emergency elections are held. In the office of mayor or town council there is no line of succession in the event of death, thus a new election must be held in the event of death, inability to perform or impeachment.

Culture

Eeri is considered to be bicultural due to the heavy mix of naming conventions for children. However most names follow either a Western culture format or a Japanese culture format, which also comes down to where a person is located in Eeri. With immigration only at .05% Diversity lies within the subsections of its own cities and towns.

Naming Conventions

After English was adopted as the national language most chose to rename themselves with a Western name. Usually taking from neighboring nations Christian heritage or other factors names would be determined for children based on it. Recent immigrants are more likely to continue the naming trend of Japanese style names. Some may chose Chinese, Korean, or Vietnamese. Longer residents tend to follow more western names but also keep a sense of classiness as opposed to commonality. As a result of this a name like Bill, John, or Bob are exceptionally rare as standalone names. Double naming is very common (ex. Thomas-Kenneth or Georgia-Lee) usually taking a first name and attaching a second name to retain the family identity. This was especially common in the early part of the 20th century for families with only female children. It is still common today but cultural reasons differ for families.

Religion

With its Christian roots and founding 95% of Eeri identify as belonging to Christianity. 95% belong to the major denomination of The First Baptist Church of Eeri as organized by the nations found, it is also the nation's largest religion. Other religions have also settled in such as Methodist, Presbyterian, and a tiny sect of Latter-day Saint. Much of the religious values have reflected into society and it's politics and law. While in the early days of the influx many of the sub sects of Christianity changed to Eeri's practicing faith, things have changed over the years with greater civil protection for Religious Freedom.

Cuisine

Eeri has a wide variety of dishes based on regional recipes and old recipes from homelands brought by the migration in the 1800s. Cajun foods have become popular over the years as many have shunned the dishes from their homelands where they were rejected from. Eeri is home to several soft drink companies and famous for its fried chicken. With concerns of Obesity growing around the world, (though obesity rates are minimal in Eeri) many Eeri fast food chains continue to offer healthy varieties and post accurate caloric counts. Fried foods however remain popular. Eeri also is known for double proportions in certian eateries.

Arts and Entertainment

Eeri has it's own performing arts sectors. The capital city of Mabinogi has the largest stage theater in the country for State theater and other live performing events. Approx. 35% of Eerians attend some kind of performance regularly and 25% of school students are involved in the creative arts in their schools.

In addition the country also has a small film sector that produces art house and documentary films it as well as having 12 television studios that broadcast nationally with 4 international affiliates. Studio X.G-E a Motokatan subsidiary also is the largest animation house in the nation.

Popular music in Eeri further includes Rock, country western, bluegrass and M-Pop as well as its own variety of pop. With the heavy religious population spiritual music is also popular.

Demographics

90% of Eeri's population is East Asian with roots usually tracing back to Motokata and Myakka. It's neighbor to the south has also helped spread the population of Asians through the nation as people came up to avoid the civil war for the state independence. 4% are Caucasian 3% are Hispanic and Blacks complete the major demographic.

Economy

main article: Economy of Eeri

Eeri has one of the world's strongest Agriculture Economies with a anchor in Arms manufacturing and Textile Manufacturing. Despite the high rate of agriculture output it still remains one of the lower paying business with an average of 50,000 Ameros a Year dipping into and sometimes bellow the national poverty line. Whether by voluntary or lack of demand farm work and raising remains the lowest income in Eeri. Economists attribute to the exceptional rate of farmers in Eeri keeps demand and prices low.

Eeri's national currency is the Amero. In Dollars the the nations GDP as of 2010 was $18,221,603,975,828.99 with a per capita of $7,274.09 per house hold. To offset rising defficites the tax rate has doubled to 41% since last year.

Eeri imposes a state income tax with six brackets, ranging from 1.0% to 7.0%. The first $9,000 of military pay of enlisted personnel is exempt from Eeri tax; officers do not have to pay state income tax on the first $6,000 of their military pay. Retirees pay no tax on Social Security, or on the first $6,000 in gain on their pensions along with recovery of cost basis. Eeri's gross receipts (sales) tax and compensating (use) tax rate is currently 6%. The state has also mandated that various services be subject to sales tax collection. They include wrecker and towing services; dry cleaning and laundry; body piercing, tattooing and electrolysis; pest control; security and alarm monitoring; self-storage facilities; and pet grooming and kennel services. Farmers are immune from animal related taxes.

Along with the state sales tax, there are more than 300 local taxes in Eeri. Cities and counties have the authority to enact additional local sales and use taxes if they are passed by the voters in their area. These local taxes have a ceiling or cap; they cannot exceed 25 Ameros for each 1% of tax assessed. These additional taxes are collected by the state, which distributes the money back to the local jurisdictions monthly. Low-income taxpayers with a total annual household income of less than $12,000 are permitted a sales tax exemption for electricity usage.

Sales of alcoholic beverages account for added taxes. A 10% supplemental mixed drink tax is imposed on the sale of alcoholic beverages at restaurants. A 4% tax is due on the sale of all mixed drinks sold for "on-premises" consumption. A 3% tax is due on beer sold for off-premises consumption. Property taxes are assessed on real and personal property; only 20% of the value is used as the tax base.

Education

Education has been made compulsory in recent years by The Liberal Party as such Eeri treats Education in the cities as a fundamental right of all children. However in rural areas where tradition and religion dictate the family more as well as a need to have support on the family farms, there is lesser of attendance in schools seen. Education is year round for all students with a 4 week break each month. Farm families may take their children early for prime harvest or planting months but it must be made up with extra days of school. Again this hasn't come to be widely enforced. Statistics show 81% of Eerian females are literate while 76% of males are literate. The sporadic education results have led to many proposals for a complete Government control over schools but as of yet, nothing tangible has resulted from it.
