The Department of Internal and External Intelligence and Security or DIEIS is a civilian intelligence and security agency of the Confederacy of Vulshain reporting to the Director of Confederate Intelligence and Security.

Function of DIEIS
The primary function of DIEIS is to collect information about foreign governments, corporations, and individuals, and to advise public policymakers. The agency conducts covert operations and paramilitary actions, and exerts foreign political influence through its Special Activities Division. DIEIS assists other governmental and law enforcement agencies in combating threats both domestic and foreign, such as terrorist and criminal organizations.
DIEIS, according to the Confederate Security Act of 1996, is afforded no police or law enforcement functions, either at home or abroad, in addition to prohibiting the assassinations of enemy leaders.
Corruption
There have been numerous reports of corruption within DIEIS, with some agents having gone rogue or being moles for terrorist, criminal, or enemy foreign agencies.
Recent Activities
DIEIS was involved with several recent events, such as the 2010 Vekaiyun Civil War where DIEIS agents provided Vekaiyun Loyalists with information concerning the activities of Maxist terrorists and other threats. One DIEIS agent personally assisted a group of Alleghenian commandos in rescuing Vekaiyun POWs from a terrorist group.
DIEIS agents were sent to Southern Yugoslavia after Vulshain's western neighbor almost experienced a civil war over a controversial act allowing same-sex marriages. While Southern Yugoslavia avoided civil war, King Samuil Rainard decided to limit and control DIEIS, being concerned about the agency's abuses of authority.
This led to the passing of the Royal Intelligence Control and Oversight Act of 2010, which strictly limited DIEIS' gathering of intelligence and required the agency to work and be more open with allied foreign intelligence agencies.
Downfall
Unknown to everyone, DIEIS had been infiltrated by terrorists and remnants of the Republican Regime who had gained control of Vulshain's intelligence agency. The now terrorist-controlled DIEIS sparked riots across Vulshain, hoping to draw King Rainard's attention and force him to return to try and calm the people down. Their plan work as when Samuil returned from his trip to Vekaiyu, a rogue DIEIS agent shot him with an injector bullet, which injected him with a sarin-like poison. Doctors were able to slow the poison to a crawl, but they could only create a successful antidote if they had possession of the original poison. Samuil's family suspected something was amiss and their investigation revealed DIEIS was behind the attack. A military raid, led by members of the Royal Family, uncovered that DIEIS had indeed been taken over by terrorists and Republican Regime remnants. The doctors were able to create an antidote from the original poison found during the raid and saved Samuil's life. However, the downfall of Vulshain's civilian intelligence agency and the Royal Family-led military raid on DIEIS Headquarters caused tension between Vulshain and several other nations after it was revealed that corrupt elements in DIEIS had been behind several attempts on the leaders of Laiatan and Vekaiyu, and even had plans to assassinate other leaders and frame the deaths on other nations.
It is for certain that the downfall of DIEIS has greatly shook up the Vulshainian government to its core.
Reformed
DIEIS was rebuilt from the ground up, being modeled after Laiatan's Internal Intelligence Agency (AVR). The new DIEIS was answerable to both the Monarch of Vulshain and the Royal Confederate Premier. DIEIS also conducted much more thorough background checks. The primary function of DIEIS was now to collect information about foreign governments, corporations, individuals, and to advise public policymakers. The agency now conducts covert operations and paramilitary actions, and exerts foreign political influence through its Special Activities Division, but only with approval by the Premier and Monarch. DIEIS was to cooperate with Vulshain's military branches in order to prevent the same friction that existed between the military and the former DIEIS.
