The Principality of Allrule is a massive, safe nation, ruled by Prime Minister Franklin Blair with a fair hand, and remarkable for its sprawling nuclear power plants. Its compassionate, intelligent population of 1.3 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Social Equality, Education, and the Environment. It meets every day to discuss matters of state in the capital city of Boston. The average income tax rate is 80%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

The nation is experiencing a severe shortage of sporting events, government-run screening operations remove embryos with severe genetic disorders, skateparks can be found in every city, and the fire protection service is wholly government-funded. Crime is totally unknown. Allrule's national animal is the raven, which is also the nation's favorite main course, its national religion is Pastafarianism, and its currency is the Euro.

Allrule is ranked 190th in the region and 53,722nd in the world for Largest Agricultural Sector.

Early history

Not much is known about the early history of Allrule. It is believed that the area was populated by mostly Mayan and Inca tribes, and a few Buddhists. They mainly lived in shrines and small wooden huts. These tribes lasted until 1456, when a smallpox outbreak killed 90% of the population. The survivors, driven insane, murdered the others.

Establishment

In 1733, a group of British colonists sailed to the area where Allrule is today. After making it into a British colony, they dubbed it the Dominion of Allrule. Between 1789 and 1856, the colony flourished. In 1857, the colony was granted limited autonomy, including the right to vote for their own Prime Minister. However, many citizens of the colony felt this was not enough, wanting true independence. No significant movement for independence, however, came about until 1934, when the Unilateral Declaration of Independence was issued to the British government. This resulted in a 3-year war for independence which came to an end in 1936, with the colonists emerging victorious. The nation began to expand westward, taking several unoccupied lands. All of North America, except for Mexico, was under the control of Allrule by 1988.

Politics and Government

Allrule is governed under a federal republic, divided into 60 states.

The head of state in Allrule is the President, currently Sarah Curtis, elected in 2003. The President is elected by popular vote every four years, and may serve two terms. The head of government in Allrule is the Prime Minister, currently Franklin Blair. In order for one to become Prime Minster, one must have his or her party gain a majority of seats in the Federal Assembly(76).

The five main political parties in Allrule are the Allrule Liberal Party, with 327 seats in the House of Commons and 84 seats in the Senate, the National People's Party, with 245 seats in the House of Commons and 63 seats in the Senate, the New Democratic Party, with 89 seats in the House of Commons and 23 seats in the Senate, the Freedom Party, with 44 seats in the House of Commons and 20 in the Senate. The remaining seats are taken by Independent MPs. Currently the Liberal Party governs in a coalition with the New Democratic Party giving them 416 seats in the Federal Assembly and 107 seats in the Senate.

No government may serve more than three years without an election. The House of Commons is elected in individual constituencies under a first-past-the-post system; whoever gains the most votes wins the constituency. It is comprised of 743 members. The Senate is elected by proportional representation on a state-by-state basis, using the single transferable vote system. It is comprised of 205 members.

The states operate in a matter similar to the federal government. Each state elects a Premier, essentially the state's Prime Minister, who can serve three terms lasting three years, and is the leader of the party which holds a majority in the State Parliament. However, the citizens of each state have the right to call a popular vote to recall the Premier, if enough people sign a petition, and if a majority of 51%+ vote to recall. This has never happened to any Premier.

Religion and culture

Religion, for the most part, has little presence in most Allrulian citizens' lives. 74% of the population is either atheist or agnostic, 9% is Buddhist, 4% is Islamic, 3% is Christian, 3% is Hindu, 2% is Shinto, 2% is Daoist, and 3% is Pastafarian.

The culture of Allrule is widely diverse. Most of the people believe in the sentiment of "Love thy neighbor". It is generally applauded when one helps another human being in need, while just walking away will get you nothing but stigma. Most citizens see hypercapitalist countries such as Sibirsky as being overrun by greedy, ignorant people who care for no one but themselves.

Another characterizing factor of Allrule's culture is its liberal attitudes toward sexuality. Same-sex marriage is legal, and there are no restrictions on who one can marry. Sex in public is legal, as well as public nudity. One of the major moments in a boy's life, for most, is when he first watches pornography. This is considered symbolic of the transition from childhood from adulthood, starting with the fact that the child is no longer sealed off from things "harmful".
